Letters patent

Letters patent are formal, written orders, issued by the monarch, granting various rights, privileges, or titles. They can be used to create corporations, offices, grant city status, bestow titles, and grant royal assent. 

In essence, they are a way for the monarch to officially recognize and bestow certain legal status or powers.
